Echo/stobe motion in Vegas

I am trying to create an effect where when a person is moving there would be a ghost like effect or a stobe light effect on the people moving. What video filter in Vegas create that, or do I have to buy another FX program. If I do have to buy another FX program, which would you recommend?

Pixelan is the king of this. SpiceFilters is what you want. There are several settings in there.
Ultimate S 2.0 has an echo function as well, but it's no where near as sweet as what the Pixelan/SpiceFilters are.
