My search didn't help much, I need to raise the audio level on several non-adjacent clips. It seems that all the tools affect the whole track. Is this where I would use an audio envelope with points at the specific weak-audio clips?

Unless you're asking for more than it sounds like you're asking for, I think you answered your own question!
Absolutely, you can use audio envelope points to enrich the sound at weak spots. I do it all the time when I'm working with tape of conversations between my loud Mom and my much-quieter Dad.
Once you've turned on the audio envelope feature, you just double-click to add points to the audio level line which you can set as higher or lower as needed.
