Absolutely, you can use audio envelope points to enrich the sound at weak spots. I do it all the time when I'm working with tape of conversations between my loud Mom and my much-quieter Dad.

Once you've turned on the audio envelope feature, you just double-click to add points to the audio level line which you can set as higher or lower as needed.
