If the shirt is moving AND there are wrinkles in it, this will be a very difficult shot.

A- If it's a still, just use Photoshop. Or GIMP (open source, should be able to do it).

B- If it's moving, I would suggest you use an effects program with motion tracking... Combustion, After Effects, etc.

You can export from Vegas as a series of still images, but if the sequence is any length you will soon tire of painting over 25 or 30 frames per second, particularly as there will be turns, distortions, perspective changes etc.

There are expensive programs such as After Effects which can track images, but it would have been much easier to have changed the jumper!

Programs like AE/combustion can superimpose another number onto the shirt. AE also offers motion tracking, which will move the superimposed image along with the video. So if the jersey moves left to right, the superimposed number will also move left to right. If the camera movement is simple, the number will "stick" perfectly and you won't have to go in and make minor tweaks.

However: If there are wrinkles in the shirt that move, then that will make your life really difficult.
Some other things can also make the replacement difficult, like if the jersey is on a person who is turning. (This is what peter is saying.)

2- It might help if you provide a short clip of what you would like to replace. Or even a few stills: In vegas, go to the video preview window. Click the disk icon and save that somewhere. You can post it up using free services like imageshack.ws

Your time + money budget may also be helpful.
