If it's a 3600CMX EDL, or similar format, basically a text file, yes. Otherwise, no. I should qualify this by saying that while I edit occasionally on FCP, I've never tried this. I'll have to give it a shot sometime.

Generating a project interchange file of any type from Vegas, for FCP, is not currently possible with any built-in tool. If you really want this, you might ping the guys at Automaticduck.com and tell them your exact needs.

From Vegas, no. But what about from FCP? FCP outputs CMX EDL files.
