If using Vegas Pro, the preview window not showing applied FX would likely be due to the 'Split Screen View' icon above the preview window being set to 'FX Bypassed' - so no FX applied on the timeline would display in the preview window. Not having recent versions of Vegas Movie Studio, I am not sure whether or not that 'Split Screen View' option is available in Movie Studio.
