I am new to Vegas Pro. I am working on a project where the video has pretty narrow active video, well within the safe area, so that one can see excessive black bars on the sides on a normal television (This is old video material that has abnormal blanking)

Is there a way in Vegas Pro to expand the picture to minimize these bars in the safe area. Something akin to expanding the picture with a DVE box until the black edges are outside the safe area?
