Here are the settings I use:

move the "Quality" slider to 31

Set for VBR with:
Max: 8,000,000
Min: 2,000,000

Average:
If using AC-3, use 4,800,000
If using PCM, use 3,440,000

Note that not all authoring programs accept AC-3. SO, make sure you are indeed using AC-3 audio. These bitrates should get you to a size that fits on a DVD.

use this formula to calulate bitrate for your audio AND video combined:
Calculate Bit rage
600/(minutes of video) = (bitrate for video & audio combined)
