Does Macromedias Flash Video Exporter work as a plug-in in Vegas?

Nope...not yet. You have to bring it into Flash as a .mov and then export it out of flash as a .flv

FYI, I found that Sorenson Squeeze was a lot better than the Macromedia FLV exporter. I haven't tried frame serving to it yet so I have to go through an intermediary file.
