You're going to have to be more specific in what you mean by an enhanced CD.

You can't make a CD play in any other player. Well not quite anyway. If you're asking how can you make a CD that plays in a set top DVD player so you can view a video you edit in Vegas Video off your TV then you need to render with a specific template and file type. There are several formats. a VCD, SVCD, and of course DVD. For the first three you'll need a CD burner. The last a DVD burner. You select the appropriate template and render using mpg as the file type, and select either the VCD or SVCD template. If you want a DVD, then a DVD burner is required and you use its template. That gets you to first base. You'll end up with a MPEG-1 or MPEG-2 compliant file. If you're only burning a single video or a series of videos on the timeline then you can "burn" a VCD or SVCD from Vegas Video directly. If you want to add multiple videos to your CD or DVD add a menu system to the CD/DVD you'll need additional software. That gets you to second base. Be aware not all DVD player play VCD or SVCD's. To make a multimedia video with embedded HTML links and "stuff" you're into a totally different area.

To simply be able to play a video off a computer once you are done editing and in effect just use the CD as a storage medium then you can for all practical purpose pick any file format you want. Such an arrangement will allow you to play the videos back on the PC that created them, it may or may allow the files to be played back on a different computer depending what codecs the other system has.

I hope that at least gives you a taste of what your options are.
