Export video for the web

Hello,
What's the best format and size to export videos for a website (preserving good quality and reasonable size)?
I tried exporting in MPEG 4 format 340x220 (and after converted into flash) and the result is fine but the size is small. I then tried to use the 680x440 custom size, but strangely the "weight" of the file did not change and also not the quality of the video.

This all depends on your web design.
Once you've decided on your web layout & where your video will go... that will tell you what size you need. Conversely, you can determine the proper Aspect Ratio of your video in various sizes and determine which will work best for your site.

Most web video is either Flash, FLV, or H264/mp4.
The weight & quality aren't going to change all that much, within reason, just because you change the size since it's based on the bitrate you're encoding at.

Also, you have to keep in consideration your audience... will they be able to view a 2MBs video without all the 'stuttering'? 1MBs? 512KBs?

If your video is solely destined for the web... you need to edit for the web with less 'zooms' & 'pans' to give you optimal quality as you're compressing it a lot more than if it were destined for cable.

You can always upload to Youtube, Vimeo, etc and embed the link on your page.
