The preview on an external monitor will be the same frame rate as you will see in the Vegas preview window (choppy). The only way to get a full framerate preview is to do a pre-render or ram-render on the section you want to view.

If you have no filters on the vid, you should be getting full framerate, full rez playback. If this is not the case, something is awry with the system.
Fragmentation *could* be a criminal in this case, but not likely. Do you have a separate drive for your video, or is it on the same drive as your OS/applications?
Set the preview window to Preview/Full for external monitor use. Then the size of the preview window won't matter. You can size it to 60x60 and it will be clean externally.

If you aren't getting full frame rate, try starting with a new project, drop some video on the timeline, and then immediately do a preview with the settings Spot recommends. Sometimes the track levels get accidentally "nudged" or you apply a track or event fX or pan/crop, etc. Once you have modified the video, the external preview may not be able to keep up.
