I'm running windows 7-64 bit and am using vegas 9.0d....I'm getting
a drop to black (a quick flicker) every few seconds on my external
monitor.....I'm using a new computer and am not sure what might
be causing this: Any ideas?

Certainly, go to the GPU chipset mfg website (Ati or nVidia) and update to the latest video drivers ...
... Also, if you are using IGP (Integrated Graphics ON the mobo ... rather than a discreet, add-in video card), then you may need to either increase your shared system/graphics mem to the max allowed, or you might have to upgrade to a discreet GPU.
Sometimes ...the GPU can vibrate (rattle) loose, during shipping/moving ...
... Pull your video card ALL the way out of it's slot and re-insert it, FIRMLY.
Finally ... Is the monitor ALSO new ?? ... You must make certain that the mon and the GPU have compatible refresh rates and that the monitor has the proper "mode" selected, such as "just scan", or other appropriate mode.
