Then why didn't they call it "Remove Artifacts?" What does fast video resizing have to do with removing artifacts? I'm looking for a little more technical explanation about the process used.

It's the other way round - fast video resizing reduces rendering time at the cost of possibly introducing artifacts.

An artifact is a squiggly thing that results from compression software trying to average pixels in a very complicated picture or video.

If you've looked closely at an over-compressed JPEG photo, you'll see them.

Also, if you compress a video too much (like when you try to make a 10 minute video a small enough WMV so someone can watch it over a dial-up connection) you'll get so many artifacts you can hardly see the movie!
