No. Nothing like that is in Sony Vegas.
Vegas is an NLE not a Compositor or Visual FX software.
For that you can look to Adobe After Effects or Autodesk
Combustion......they works well with Vegas.

That's what I thought, Thanks for confirming it.
I actually get excellent results creating backplates by using Light Rays and moving different gaussian or radial blurs by keyframing the center point in various positions.

He's probably referring to animated motion backgrounds.

Backplate is any element that is a static or motion background.
Picked up that phrase when shooting snowboard events for NBC.
The director was huge on the value of shooting backplates anytime no one was on course.

You can get a great look by taking a blurred still and then keyframing light rays to create motion on the background layer.

Was just visiting with a buddy who has FCP and it's accompanying Motion program.

Depends on which part you're talking about.
There are cheaper alternatives to help fill in the gaps.
