Feather and blending hard edges, how?

Depends on the tool you're using. Since I suspect you're referring to the bezier mask tool (which is accessed in the Pan / Crop dialog), you create and select a mask and then edit the Path section of that dialog. Change the Feather type from "None" to the setting you want, and then change Feather (%) to your liking.

The Cookie Cutter FX has a feather option, but it only extends in, not out. Also, the Border FX has a setting called Type which can be set to Blurred, giving a similar effect.
