Film Effects Issue..the effect

Helping a colleague work on a project, he has thrown some film effects over some footage and it will not animate. compared it to settings on the machine I work on and it seems to work. Any ideas?

He needs to download the latest version of Vegas 6. The initial version had that problem; it's been fixed since update 6.0a.
