Flash of light in cuts

Just finished my first project in VV. pretty good. yeah,
it has it's problems, but there aren't many. However, when
i cut two video events together there would sometimes
appear a quick jump or flash, other times it would be
smooth. Since Vegas started as an audio editor, is it
still cutting at sub-video frame accuracies...like down to
audio sample accuracy? That's great for audio, but
obviously you need to be able to ONLY cut between frames
with video. Otherwise you're cutting the middle of frames,
which i fear is the problem here. I know that in the
preferences there is a box to have video automatically get
a slight fade, but i chose not to use it. I doubt that
this is the answer to my problems considering (as i
mentioned) it doesn't always happen at every cut. But when
it does, it's very noticeable. I'm a pretty experienced
video editor with Premiere and MSPro and have never entered
this situation before. Anyone know what gives???

Also, the quality of filters leaves something to be
desired. When i wanted to simply make an HSL adjustment i
had to also add on a Gaussian Blur and then Sharpen to rid
the mass of noise and effects the HSL filter leaves. But
i'm not concerned with that now....i'm concerned about the
problem with cuts. Any help would be great.
