If you're just doing a 4:3 frame that's been cropped to wide, then you'll need to create a transparent event above the transition that is also cropped, so that the upper event masks the flash.

I am doing a 4:3 event that's cropped to wide. Sorry about my ignorance, but what specifically type of tranparent event should I use above the transition?

Use two generated media on the top track; solid black (for example) and turn the alpha down to zero to make them transparent. Overlap them and change the transition to flash. Use the track motion to contort the image to create the widescreen effect you want. You'll have to do this "manually" as there are currently no track motion presets available in version 5. This way you won't need to create a mask.
I did this myself on a video project I did for a school last week.
