& I'm sorry because it's really boring when talking about low-quality video.
But this is how it goes when dealing with other people mistakes
There is a lot you could do to try to improve it.
But as its not a constant thing you'll have to keyframe whatever you are using. This is quite a lot of work as you may well imagine.
There is I believe a filter for VirtualDub designed to remove flicker from film transfers, that may be quicker to get rid of the flicker assuming it will work for you.
However maybe what you are seeing is loss of sync, a TBC may help with that or even a better beta SP deck. I'd start with that, trying to get the best you can off the tape.
Then if the flicker is caused when the tape hickups maybe you can duplicate a frame(s) to cover it up, hard to know without seeing what's happening.
To reduce noise you have a number of options, guassian blur is one, secondary correction may help by getting the black level back where it belongs or else use the median filter. Be prepared for very long render times.
If all of this scares you there are probably a number of very expensive realtime black boxes that are designed specifically for doing this kind of thing. Depending on the amount of footage requiring restoration this maybe a better way to go, unless you're doing this for the love of it!
Because they work in analogue they may give better results, depends what your output is going to be. Others may disagree with me on this but even the best footage seems to suffer going from analogue to DV then back to analogue. If we are talking consumer stuff then ignore that comment.
