Follow a path

Is there any way in Sony Vegas 6.0 that you can take an image that is layering the video, and make it follow a path? For example say a man was walking with fire in his hand. The fire would be represented by a gif image. Is it possible to make the gif of the fire move in a set path, to where it can follow the same path the hand is moving?

Yes (and no).

You can manually keyframe pan/crop to place the fire on the man's hand.

However, this is more easily done in applications like After Effects, Combustion, Shake, etc. In these applications, you can do two things Vegas doesn't do well:

A- Motion tracking. You can automate the keyframing process this way (though you may need to figure out decent tracking points on the man's hand).
B- Independent keyframing of zoom/size and placement (X and Y). If the person is walking towards the camera, then the fire should get bigger. You can keyframe zoom independently of placement, which is nice.

(If it's a short clip, it shouldn't be too time consuming to do this in Vegas.)
