For some reason when I import a still sequence they last 5 seconds a frame.

I can't figure out how to turn it back to standard video. I exported the frames, put filters on them, now I am trying to import them back into a standard video.

You need to import them as a "still image sequence".

Menu option is File->Import Media then navigate the the directory containing the images and click the check box that says "open still image sequence"

It sounds like you're dropping the individual stills back onto the timeline. By default Vegas will set them to be 5 seconds each, just like any other still. What you should be doing, assuming your pictures are named with sequential numbers (pic0001, pic0002, pic0003, pic0004, etc.) is to use the File / Open function, select the first still, then check the box that says "Open image sequence". This will treat the entire selection of stills as a single video event and import them at the project's current frame rate.
