I am trying to force a maximum bitrate when rendering an MPEG video. I've tried both Constant bitrate of 6,000,000 bps and a variable bitrate with a maximum of 6,000,000 bps (average of 4,000,000 bps) and in both cases, there are instances when the bitrate gets up to nearly 7,000,000 bps.

How can I force a maximum of 6,000,000 bps in my MPEG video?
