Can reproduce it in 21 build 208, both for video and audio events.
Anyway to put into words what I see, it appears that if you have a selection with two events that are at 100% opacity and 0% opacity, if you increase the 0% opacity one to 100 the 100% goes to 200%.
The error shows up here with a single track and two jpegs.
I can no longer see a handle to move the opacity down on the first jpeg to fix it.
You have to select both again, drag them to 0% and then back to 100%.

Also see the 100% footage ends up at 50% when you pull both down to 0 and back to 100% to correct the footage on the right- it's not able to bring both back up to 100%.
Confirm. For me, this happens ONLY the initial position of the handle is 0% transparent. If something else, then the second handle does not go beyond.
