Frame rate changes during transitions.

This is my second project with VV3, but I don't remember this happening in the first project. Opens with still photo, after 7 seconds a superimposed title, then a dissolve into the start of the video. During the dissolve, the preview shows a frame rate reduction in the video until the transition stops. Then it goes back to normal speed. 10 seconds later a title over the video does the same thing until the title fades. The video behind the title looks like blurry slow motion. Happens in preview window set any any quality and on external monitor. I am afraid to render the video at this point. Anything sound familiar here?

This is normal. Depending upon your processor and system, it may not be able to preview the effect at full video rate in real time. So in order to give you a preview without losing sync or slowing down, it changes the frame rate. This is only during preview and should not affect the render. If you need to see the effect in full frame, you can do a render to RAM. This is relatively quick and shows the full transition.

You can do what DaveT2 calls "render to RAM" by selecting the section of the project that is previewing at a lower framerate and choosing Tools > Build Dynamic RAM Preview. Vegas will cache the frames for the selected section to improve the preview. You could also prerender the selected section (Tools > Selectively Prerender Video).
