If you a picture editor most have some type of frames for pictures in the software. Like Photo shop or MS Digital Image. Frame in the editor then bring it back to Vegas. When you frame it make sure you save as.. or save it as a copy do you still have the original picture. Or take a picture of a frame you like. Open it in paint, the color the inside green or blue. Use a mask for the color.

I agree with fishbelt.

Find a picture frame image somewhere. If you have a photoshop-type program with a few "picture frame" masks, and can save one as a png file with an alpha channel, you should be able to use it just as it is (ie checkerboard transparency in the center of the frame, where you want the video to show through). Put it on a track above the video, and the video will show through.

2nd option again is just like fishbelt mentioned: get a picture frame image, bring it into a paint program, fill the interior area with pure blue or green or whatever, save as JPG or PNG, then bring that into VMS. Put it on a track above your video. Apply the chromakey effect to the picture frame -- use the eyedropper to select the blue or green color -- and you should get exactly what you want (where the blue or green becomes transparent and lets the video from the lower track show through.)

If you have the full version of Vegas, you can use the bezier mask tool in the pan/crop function to cut out an opening in the picture frame, without having to do the chromakey thing.
