Free TMPGEnc for MPEG2?

The last time I looked at TMPGEnc for MPEG2 rendering it cost some money for that added capability. Has that changed? I hear a lot of people talking about this feature being free?

There are free older versions of the codec that function well. I stumbled on it as part of a "DVD tools" package, although I don't need it for the mpeg2 abilities anymore since the MainConcept codec suits me just fine. It's not "supposed" to be free, so if you are going to use it, you should consider buying a license for it.

However, it is common knowledge to go to www.vcdhelp.com and hunt around for "tools" of this nature, as this is where(almost 2 years ago)I found "what I was looking for".
