Hello,

 

How to achieve such video effect in Vegas Pro 16?

Please jump to 0:38 (min:sec) on this video:

As you can see it is a cartoon person and the background is not cartooned.

How to achieve both cartoon person and not cartoon background effect in VP16?
Is it possible?
Do I have to purchase some extra chargable plugin?

Maybe you know some freeware one?

I am 42. I have been creating videos since 2009 (the date when my first daughter was born in). My first video software was Pinnacle, next one was Sony Vegas 8 (I am not sure if remember it correctly). I am also a developer and wedding movie operator and editor. For example: I have created an Android app which let me control Vegas Pro rendering progress level on Android smartphone. I created it for fun, because I also love programming. I also created my own plugin for Audio To Text feature specified usage from Vegas Pro 19. I created proxy creation plugin which uses multiple GPU threads (maximum 3) to create proxy files for Vegas Pro. I also written many others plugin/softwares which enhance my video editing, also wedding editing.

To make the cartoon effect, you can follow this guide.

From there you will need to mask the video with the effect applied. Use the bezier mask effect to make a mask, the motion track it. Vegas' motion tracking tools don't track each individual mask point yet, so it will require a lot of manual adjustment (pretty much frame by frame if there is a lot of motion), but it will work and it is free if you already own vegas. Even though each point isn't tracked, running the motion tracking anyway will get your mask in a rough spot that closely matches the motion you are looking for, and will prevent your mask from having unnatural looking motion. So, best to motion track and then make adjustments to the mask as needed from there.

If you are willing to pay and want the best motion tracking out there, there is a plugin called Mocha that will do the trick for you with much less work.

From there, put an un-altered version of the original clip on a track below the masked-out cartoon-like track, and you'll then see the people affected by the cartoon effect, and the background unaffected.
