Freeze frame

This is the new-user, so forgive my inexperience. I have read and re-read the manual, but I'm missing something elementary. I just want to freeze the last frame of an event, a short 15 second video clip placed on the timeline, extracted from a much longer clip. I thought the manual was saying that an event, if stretched beyond it's length, could either loop, or repeat the last frame, depending on the switches. No matter what I do, extending my event simply extends the clip. No notches appear, no looping or freezing occurs. The switches have no effect. Can someone tell me what I'm doing wrong?

If the event that you wish to freeze is part of a longer clip, you'll need to use a velocity envelope, or create a subclip of that is dragged up from the media pool, and that can be used to loop or freeze by dragging out.
Set the velocity envelope to 0% at the point that you'd like to freeze.
