Yes. There are several methods. One of the easiest to understand is to take a still frame snapshot of that frame, then split the video at that frame and insert the snapshot for as long as you wish. This also creates a gap in the audio at that point.

Another method is to insert a Velocity Envelope and drop the speed to 0% for as long as you want the still to last, then raise it back to 100%. This is simpler to do than the snapshot method, but it won't pause the audio. If you're careful enough, you can split just the audio track and insert the gap manually.

Personally i like to use a combination of the two methods. I split both the audio and video tracks at that point, move one frame to the right, and split again. Then i'll drag the single frame out for the duration of the freeze (auto-ripple takes care of moving everything after it to the right automatically) and insert a 0% velocity envelope on this stretched frame.
