There are two ways I know of, others may have more info. Click on your video event, then add a velocity envelope (Insert | Video Envelopes | Event Velocity). Set a point where you want the action to freeze. Then set a point a little further on. Drag the 2nd point underneath the first point until it says 0.

The other way is to click on the save icon in your preview window at the point you want to save a jpeg image of the frame your on. Then drag the jpeg up above the track to the point you want the image to freeze.

You'll be glad when you'll discover that feature which is very powerful.

Select your video track. In the mixer section (the left section with levels and fx) right click in an empty space. Choose Insert Velocity Enveloppe.
An enveloppe will apear on the video track, to freeze a frame drag it to 0 %
