Looking back historically I would say no. But SONY is big enough to do it and hungry for profit so why don't you use "product suggestion" and they might surprise us. In fact, if you're a good wares translator you could apply for the job?

There are thousands of Vegas users in Europe. And more thousands who wait for Vegas will have a localized version. There are even cracks who build their own localized Vegas version. Sony should take care for the European users.

From looking at the Vegas resource files it seems Vegas is made in a way that is suitable for localization even without compiling the application for different languages. So technically it's feasible, we just need to push for it :-)
