Full frame 16x9 24fps from 4x3 interlaced/3-2 letterbox...some questions, some answers.

I started with a telecined (film-to-dv) letterboxed image. It is standard DV,not 16x9. It has a 3-2 pulldow inserted. The end product should be a 16x9 24p DVD. The goal is that it will appear letterboxed in a 4x3 TV, and play full-screen in a 16x9 TV, and show up on the computer screen in a 16x9 window. I want to encode at 23.976fps, so playback will be smooth on computer, and encoding will be more efficient. The settop DVD player will insert as necessary.

I wish Sonic Founry would create a 3-2 removal ulility. I hate the extra step (and storage necessary) of taking a clip or movie into Aftereffects then back into Vegas to do effects or encode, I digress......

TMPGenc can detect, and remove 3-2 on encoding. I set the project to 16x9 display. TMPGenc also allows sizing/cropping, so I stretched it vertically to the letterbox. I rendered out a 16x9 23.976fps clip. Plays nicely, not letterboxed in PowerDVD, playing off hard drive. I took this clip into DVDArchitect. Set up a 16x9 Project. I threw in some 4x3 as well for fun. I burned a DVD. The result was that the 16x9 clip played letterboxed, and the 4x3 played full frame on my TV settop. Great! On my computer, the 4x3 plays in a 4x3 window, the 16x9 plays in a 16x9 window. (or full frame for both) BUT... the 16x9 skips on the computer! Why? Any Ideas? I tested on DVD-RW media. Thank God my set top plays them, or I'd burn a lot of caosters!
