Also from the capture you sent, there seems to be an effect applied to the video output fx ( that blue dot above the preview window). That also could be the cause of your issue.

Something similar is really easy in Vegas Pro using the Black Bar Fill effect, which has controls for the background blur amount, size, and shadow. Here's a short intro example I did for my brother's memorial service last year.

With your text, just put it against a transparent image background, as I did in the last sequence of this 1 minute intro.

@mark-y Maybe I'm missing something but how does your example relate to Ted's problem? His blurring is behind the title. I don't see how Black Bar fill is involved?

That is an effect she is using and maybe she has opacity on the background which is muted here to show the effetc. Thanks for the comments.

That makes sense as by default titles have a transparent background so anything on tracks below will show behind the title.

The trick for doing this is to use a transparent image, as in my last sequence starting at about 0:0:23. Sorry I wasn't clearer about that above.

Watch it again starting at 0:23 and you will see that the result is the same.

I learned a lot from doing this video last year.

Yes, there is a slide/image under the text which I muted to show the blurring. After the comments I did take a closer look and she was turning down the opacity of the image which would let the blurred text ghost through. So we have figured out another way to do what she wants.
