fx muting bug?

when I solo certain tracks all its fx are muted, but when I solo other tracks they arent, what gives?

sometimes, if I solo track 1, and then look at it's track insertfx, itll say " fx muted", but if I unsolo that same track, theyll be there again.

then on another track, Ill solo it and the fx will be there.
