Gaussian blur at which # for 6Mb pic?

Hi guys, I would like to know if anyone who used still pics of 3000x2000
with resolution at 92 pixels/inch, each file is around 5-6Mb large,
I guess you can call me lazy in trying to resize the image,

Is it a major difference from switching from blur at 0.001 to say 0.003?

Sorry forgot to say that this is for reducing the flickering, smickering.

HUGE difference there, 0.001 should be more than enough and only apply vertically.
