Gaussian blur has had this issue for many years that if you put the value to 0 it will still add a slight blur. Same goes with other video fx like Glint etc.
Sorry, i am not aware of any value issues over the years with Gaussian Blur nor the others you mentioned.... Not seeing any issues like that now in the latest versions.
With which VP version and build are you seeing this?
I am using Vegas Pro 22.0. I have not been able to replicate this problem on an isolated project, as it seems that this bug arises due to other conditions. I am not sure what causes it and I have tried to disable other effects. It is a very subtle blur, but still noticeable.
Many of the Legacy filters (from Sonic Foundry) in Vegas, including the blur and sharpen filters, add a slight effect at "0" strength. I don't know if this applies to the latest Vegas version.
It is considered a technique to add such a filter at zero strength to add a slight sharpen or blur effect.
These legacy plugins are no longer under development, so whether one considers the behavior you notice as a "bug" or as a "feature," it is unlikely to change.
@Dispeldeath I also notice a very slight blur when value is at 0.0000 when the video option "GPU acceleration of video processing" is set to "Nvidia GeForce RTX 2060 Super", but when set to "None", the blur is gone. I used a checkerboard generated media for this. I tried changing various Nvidia control panel options, but I couldn't find one that made a difference.
Maybe it's my assisted eyes (wear glasses), but I can't see any difference, using Best>Full on a 1920x1080 timeline. First image is with default Gaussian blur, second image, sliders set to "0" and the Preview zoomed in at the middle. GPU acceleration of video processing is set to Optimal-AMD Radeo RX 6700XT.

@Reyfox The nature of Gaussian Blur is that it affects the gradient areas in Grayscale images, so no, it won't show much on your monochrome example.
I can see the difference in flat, grainy pictures.
