i saw someone posting about glass shatter effect. where can i download it at? can't find it at the site

Its part of Satish's different plug-ins offerings, this one called Plug in Pac shatter 3D.

I guess if you download Wax you'll get all the plugins in the same package. Ain't it?

FuTz is right Plugin Pac functionality is offered under the Video 2d plugins in Wax.
Shatter is available under both 2d and 3d plugins in Wax.
Shatter under the 3d plugins can be used to achieve complex transition results because you can manipulate the A/B host media tracks by mapping either or both videos to 3d objects and use the various plugins.

In page 9 there is a preview of the Shatter presets.
You can download the presets package and selectively install any Transitions/Effects you like to use in Vegas.
