"light bar" - like what a photo copier uses?

Create a graphic in your favorite editor black background with a thin white bar.
You can blur it or use gradient fill.

Make two copies of your text using Vegas Media Generator. These will be top two
tracks. Place your bar graphic on third track.

Decrease composite level of top track to 50% (horizontal slider).

Apply to video track 3 the Mask Generator FX using the default Luminance value.
Make track 3 a child of 2.

Change the Composing mode on track 2 to multiply (mask).

Click on the Event Pan/Crop for track 3.
Set key frames and move the bar up/down.

A gleam will appear over your text.

You can use the gradient generator to create the bar. That gradient can be used for the mask and the highlight. Use pan and crop to move the gradient bar or motion track to move the bar.

Here is a sample veg that I did a few weeks ago for just this type of thing. you can remove the noise generator to remove the 'glitter' type effect.

Sample veg zip.

Excellent, Thank You. I knew there had to be a way to do it, but am just discovering the usefulness of parent/child trax.

this is so funny. that sounds exactly like what I used to do to get a gleam effect on stuff when I did linear editing (I'm sure you kids wouldn't understand...) I had a Ross RVS 416 2ME switcher. On ME1, just do a diagonal wipe w/ soft white border from the graphics source to the same graphics source, sending it to ME2 (downstream), using the graphics file's alpha channel to super the file with the alpha channel. You would think the software would offer some kind of "gleam" or "highlight" option...

A really good way is to

Place a solid white panel media gen track 1
On this add bump fx spot light animate the x and o left to right and key

Place your png logo or text on track 2

Then composit track 1 to DODGE

the light will be real light effecting the tonal values correctly
