glitches on rendered video

I have a DVD I am making that shows the bride and groom walking down stairs and it appears fine in Vegas 5, but when I playback the DVD there are funny looking horizontal lines around the edges of the couple as they walk. I rendered the video using 2 pass VBR, could it be that the main concept encoder goofed up the render?

These are interlacing artifacts. You didn't say what you were using to play the DVD. You shouldn't notice the artifacts at all if you play the DVD on a "set-top" DVD player through a standard television. Playing the DVD using certain software DVD players and viewing it on a computer monitor will often show the interlacing artifacts.
