Depends on what exactly you have done before. "Best" gives you bicubic resizing. So if you scaled a video or part of a video then "Best" is the better way to go.
I always leave this setting to "Best". Does no harm if no optimizing is involved.

Good is for video. Best is for still photos. Sony has responded on this several times, so I am getting this from them.

If you don't have any still photos in your project, stick with Good and save yourself some time. It will not make video look any better.

Yes, this is because most imported still photos get automatically resized then. Scaling. But same to video if it gets scaled.
