You must select the 'Frame Recompressed) option in Vegas Video Device tab. Gee whiz...That was "technical"

That is ON by default (which is one reason why no one ever thinks of that first) and is only needed for MODIFIED video. One key that is is a problem is when someone says "my external preview works fine until it hits a transition" or something of that nature.
