Iirc Hitfilm Express is free.
I think it's the fx pack we're "not" paying for today.

Warning on this install:
I bought Vegas Pro 13 Suite which included Hitfilm 2 Ultimate some time ago. However, I decided to try this 'free offer' out to see what the Express 3 with fx pack was like. While it installed the Express 3 OK, afterwards when I attempted to add a Hitfilm effect via the timeline, it opened up the less functional Express 3 plug in and didn't allow HItfilm 2 files to be used directly. I then elected to uninstall the Express 3 to bring my system back to the way it was. Unfortunately, after the uninstall the ability to add a Hitfilm 2 effect to the timeline was deleted and also none of my veg files with an Hitfilm 2 file (*.hfp) referenced opened up properly. I guess I should have thought of this in advance. Anyway, I fixed it by reinstalling my last Hitfilm 2 update and requested the 'repair' option. After this, Hitfilm 2 worked as it originally did without loss of work (wipe brow here!).

Incidentally, about six months ago, I switched from using the 'add hitfilm effect' on the timetable to working only with the standalone version (import clip, add effects, export to new file name, and add on top of original clip on a new video track on the timeline); a bit of a workaround but this eliminates the problem of any reference to a Hitfilm file when opening a project or having hitfilm.exe load into RAM.
