Hi Kimberly!

The variable bitrate mode in MainConcept AVC doesn't allow a minimum bitrate setting, so it can dip too low when there is little action. Pixelation in the darker areas is a telltale sign of low bitrate.

You can use a different AVC encoder, I like x264 in Voukoder, --or--

you can set both the peak bitrate and the average bitrate to the same number, which will have the effect of raising the minimum bitrate. For your 1080 p60 source, I would experiment at around 40Mbps (40,000,000) or maybe higher for both peak and average bitrates.

For further help, I can test your original source clip if you'll upload it to Drive or Dropbox, not to this forum or to Youtube.
