Not a fix, it has to do with your screensettings in Windows but there is an extension that can help you more and better than using the Levels FX of Vegas.
Here to get and very usable for only the preview in Vegas:

Did you select the HDR mode in the project settings? The default settings are HDR Off and 8-bit pixel format.
