Having a NON-full screen preview window in the other monitor. VMS 15?

VMS Plat 15, build 146. Win 7 64 bit

I can see the option to have the preview in another monitor, but AFAICS it insist son being full screen, so I I wish to have other windows and move them across, they disappear as soon as I go back the the Preview Window.

 

If I hit Esc to leave full screen, Preview just drops back to the main screen just disappears.

 

So can I have the Preview in the other monitor at a window size I choose?
