I encode HDV footage to MPEG for DVD's all the time. I have no clue what you are describing here. How about a screen shot?

(PS - you don't "render" MPEG - it is an encoded format, notwithstanding that Vegas puts the encoding processes into the "Render As" menu.)

If I understand you correctly, you are referring to the jagged edges and "shimmering", which might occur when downsizing from HD original frame size to DVD. I encountered this problem when rendering to 720 x 576 PAL from AVCHD 1920 x 1080.

In my case, I discovered that the the field order of the downsized media was different to that of the original. Setting field order to match that of the original resolved the issue.

This may not solve your particular problem, but it is worth a check.
