HD Render Weirdness

720x480x128, 23.978p Project
Raylight MXF media

I altered the playback rate on a couple of clips. One is at 2x, the other at 4x.

In the timeline I can scroll through one frame at a time and each frame looks as it should; a plane moving through the sky.

However when I render to any format and codec combo I get this ugly motion artifact on each frame

Any ideas?

motion blur on?
resample forced on?
bitrate low?
framerate change?
smoothness all the way to max?

Just discovered that the problem goes away if I render at "Preview" quality!

I can't see any noticeable degradation between Preview and Best, so Preview it is!

I'll try your suggestions though as soon as this render is done. Thx.

Ahhh.

Changing the frame rate from the media's 29.97 to the project's 23.976 via Clip Properties / Undersample Rate / 0.800 fixed the problem.
