HDV to Blu-Ray without re-encoding

I use Canon HV20, and so far have been rendering .m2t files that were printed back to HDV tape. VMS 10 does not re-encode the original HDV files with this flow.

Now I am trying to create a Blu-Ray disk with menus, and combine several rendered HDV files together. DVDA forces .m2t files to be re-encoded. VMS 10 has a template to generate MPEG-2 1440x1080 at 25MBps for Blu-Ray, but it still re-encodes HDV footage.

I know there is a flow to generate Blu-Ray with HDV files without re-encoding them, is it possible to have VMS do it?
