Try this.
It may not be exactly what you are looking for, i.e. plugins, etc. but it should work for what you want. You can do a search for it on amazon and see a flash demo of how it works.

If you have Ultimate S or FM the Monsterful Voices preset comes pretty close. I believe it comes with the trial as well so you can hear for yourself just by downloading the trial.

Ive got US but I'm mixing it direct with actual audio and it's not working for me - I'm been fiddling but my Extreme lacking of understanding audio and how to make it do what I want when it comes to filters makes it very difficult for me to get the desired effects.

Vocoder did well enough - it didn't have to be perfect, but it was just not even getting close before really - Found a free .VST vocoder plugin that worked well enough.
