HELP my project is too big for PAL

sorry I'm new at this.
I just completed my 1 hr 31 minute video. Rendered, put it in DVDA and made an NTSC DVD no problem. I now need to render it out as a PAL project for a German company and It says I'm at 149% of a 4.7 gig disk at the 8.000 Mbs default bitrate. Is this because of the frame speed and what is the least damaging way to reduce the size? Reduce the bitrate...I have to go below 6.000 to fit. Or will DVDA optimize when it says it will recompress?

an update: DVDA selected PCM as the auto audio...I selected AC3 and reduced the file size some... is AC3 stereo compatable with PAL!

Using AC3 II am able to bring my project size down to where it will fit if I use 6.300 Mbps bitrate.
Is that a substansial quality hit from 8.000? I'm doing a music video compilation of live performances and the source video was a bit dodgy to begin with. Jumbotron, mini DV, VHS capture etc.
